I asked Chris for clarification on this.

My guess is you cannot release them to Toronto as hes still in playoffs. Everyone else who claimed isn't in the playoffs.

Chris has it in his posts, waiver trades till the start of playoffs. the start of playoffs was the same point as at least 24 hrs later. You can trade em away for free once the offseason starts. Their payroll is already 100% on your team.
