I don't think we enforced the blue stars consistently. What do the rules say again? just got off of work so i don't remember. Or is there a post?
I thought we said anyone 24+ (so still blue) or maybe 26+ were subject to Commish fixing lineups.
Also, the lottery deals a lot of the tanking issues. And I may consider expanding the eligible teams in the lottery (all non-playoff teams), and potentially increase penalties for those who win less than 60, and increase them if multiple times.

I think we'll just do a roll call and have people list their top 3 favorite teams, with a note if you are a die hard fan, and I will assign teams as best as I can.
I will probably start the league file, proboards and invite people sometime over the summer or next holiday season. We're still a ways a way but would like to get an idea of how many people we'll have.
I think we'll end up doing 24 teams at 1961. I thought about going back to 1941 but I am afraid of going down to 16 teams (asking too many people to wait for expansion, unless you convince me otherwise), and I don't want to start as late at 1969 (with 24 teams, which is the sweet spot IMO), which is why I ended up at 1961 (with 20 teams) but doing the 4-team expansion in 1969 early in 1961 (therefore 24 teams) which I think is best of both worlds.
