Can someone explain this to me please? For instance, if a guy is rated GOOD but his numeric rating is like 15 or something, does that get adjusted if I win a free agent bid?

No, usually just means he got bad PD and his ratings haven’t fallen yet

No, usually just means he got bad PD and his ratings haven’t fallen yet I don't believe this is true, I believe a program is ran to re-rate players. We really need to have some knowledge as to how this works before we make FA offers. If it's somewhere in the rules or posted, I'm not aware of it, but if someone could kindly point me there, that would be great.

That part of the “Brian’s HR booster program” was adjusted last season to slowly fall “naturally” over the coarse of the season. In years past a good would immediately drop to 8ish after the program ran. Now guys will slowly drop. Example: from last season is Orlando Miller and Matt Williams (on Arizona) who dropped to 10 over the coarse of the season. From 13 and 15.
