6. SDG (54-55 wins)

2. TBR - 250 out of 1,000
3. PIT - 150 out of 1,000
4. MIN - 100 out of 1,000
5. LAA - 80 out of 1,000; 75 if tied with SDG
6. SDG - 70 out of 1,000; 75 if tied with LAA

Reductions:
- win less than 30 - 100% reduction - None
- win less than 40 - 75% reduction - CIN & TBR
- win less than 50 - 50% reduction - PIT & MIN
- win less than 60 - 25% reduction - LAA & SDG

- had #1 pick last season - 50% reduction - LAA
- had #1 pick past 2 seasons - 100% reduction - N/A, it was LAA in 2008 and MIL in 2007

Revised combinations are:

1. CIN - 88 out of 1,000 ... other 262 are unassigned
2. TBR - 63 out of 1,000 ... other 187 are unassigned
3. PIT - 75 out of 1,000 ... other 75 are unassigned
4. MIN - 50 out of 1,000 ... other 50 are unassigned
5. LAA - 30 out of 1,000 ... other 50 are unassigned; 28 in, 47 out if tied with SDG
