To prevent the recent debacle from happening again, the draft lottery is getting a makeover. New rules below.
Draft Lottery
- Beginning in 2018 (that is, using the 2017 results for the 2018 draft), all 20 non-playoff teams will be in an NBA-style lottery. The 21st through 28th picks will go in inverse record order as per the OOTP5 game engine, with ties favoring the higher team ID number.
- There will be 14 balls, labeled 1 through 14. 4 balls will be drawn. Given 14 n (objects) and 4 r (samples), there are 1,001 "unordered" combinations. By "unordered" this means that a drawing of 1, 4, 7, 10 is the same as a drawing of 7, 1, 10, 4.
Combinations
- Team with # 1 worst record will have 180 out of 1,000 combinations.
- Team with # 2 worst record will have 160 out of 1,000 combinations.
- Team with # 3 worst record will have 140 out of 1,000 combinations.
- Team with # 4 worst record will have 120 out of 1,000 combinations.
- Team with # 5 worst record will have 80 out of 1,000 combinations.
- Team with # 6 worst record will have 65 out of 1,000 combinations.
- Team with # 7 worst record will have 50 out of 1,000 combinations.
- Team with # 8 worst record will have 40 out of 1,000 combinations.
- Team with # 9 worst record will have 30 out of 1,000 combinations.
- Team with #10 worst record will have 25 out of 1,000 combinations.
- Team with #11 worst record will have 20 out of 1,000 combinations.
- Team with #12 worst record will have 18 out of 1,000 combinations.
- Team with #13 worst record will have 16 out of 1,000 combinations.
- Team with #14 worst record will have 14 out of 1,000 combinations.
- Team with #15 worst record will have 12 out of 1,000 combinations.

- Team with #18 worst record will have 6 out of 1,000 combinations.
- Team with #19 worst record will have 4 out of 1,000 combinations.
- Team with #20 worst record will have 2 out of 1,000 combinations.
- The final combination 11, 12, 13, 14 is unassigned; if it is drawn, the balls will be redrawn.
Teams that tie will have their combinations combined and split evenly.
Reductions
- Teams that win less than 40 will have a 100% reduction in chances
- Teams that win less than 50 will have a 50% reduction in chances
- Teams that win more than 90 will have a 50% reduction in chances
- Teams that win more than 100 will have a 100% reduction in chances
- Team who had the #1 pick last season will have a 50% reduction in chances
- Team who had had #1 pick past 2 seasons will have a 100% reduction in chances
Procedure
- 4 balls will be drawn and matched up with the above combinations. This will determine who has the first pick. The 4 balls go back into the "hopper" and 4 balls are drawn again and so on and so forth. If a team is selected again, the balls will be redrawn.
- This will continue until the first 4 picks have been set. The remaining teams will be placed in inverse record order as per the OOTP5 game engine, with ties favoring the higher team ID number. This means that the team with the worst record will not end up lower than the 5th pick, the team with the 2nd worst record will not end up lower than the 6th pick, and so on and so forth.
