Modifications to Reward Points Bank max limit rule

Starting AFTER next season's (1964) Opening Day, the 150 points max limit will be enforced ONLY at prior to the Opening Day sims being run. Essentially the hard cap is being converted to a soft cap, to be enforced just at one time each season.

This means that AFTER next season's Opening Day sim being run, you can go over 150 points as much and for as long as you want, but you MUST be 150 points or less prior to each season's Opening Day sim being run. If you are over and you have not spent it, you will not lose points, I will just simply spend them for you---and you may not like me giving a 1 star spect a hits increase---but I'll try to be logical about it.



This change is not meant to give anyone (re: Jeremy) a pass, it just makes it easier to enforce---no blurred lines, etc.

And enforcing it at only Opening Day would be consistent with the 90 fan interest soft cap at Opening Day rule too.
