General Notes
The league will expand several times at the same time MLB had done so in an effort to maintain some sort of reasonable "accuracy" as history is recreated. Expansion will occur in 1961 (2 teams), 1962 (2 teams), 1969 (4 teams), 1977 (2 teams), 1993 (2 teams) and finally in 1998 (2 teams). The league may expand further to 32 teams, but such must occur no earlier than 2020, be approved by 75% of the league and ultimately lies in the hands of the Commissioner. The Commissioner is responsible for determining the expansion teams' market size, fan loyalty and park ratings and will not be available for review or eligible for negotiation.
Amateur Drafts
The expansion teams must have owners identified and be active on the forums at least two (2) seasons prior to the team's Opening Day. In an effort to allow the expansion teams to building upon a base of young talent, the teams will participate in the two (2) amateur drafts prior to the expansion draft. The 1961 and 1962 expansion teams will select at the 5th draft position and on, with all other expansion teams to select at the 7th draft position and on.
Within the groupings of expansion team amateur draft picks, a coin flip will determine which of the expansion teams will select 1st with the other team selecting 2nd. Please note that when there are four (4) expansion teams drafting in 1960, 1961, 1967, 1968 and 1969, the above will be adjusted accordingly.
The amateur draft will proceed as usual up to the first expansion team pick. At that point, the draft order will be customized so that the expansion teams' picks will go to their "surrogate teams" (to be determined each season, typically the teams with the lowest-rated minor league systems). Once the expansion teams make their selections, the draft order will be reset and the amateur draft will run as usual until the following round. The Commissioner is responsible for modifying the draft and player logs as necessary.
Protection Lists
Prior to the File Flip preceding the expansion draft, each team will define a list of players that are eligible to be drafted by the expansion team(s). This will include ALL players on each team, except for players drafted in the two (2) prior amateur drafts whether they remain on the team or have been traded to another team.
After the File Flip, the expansion teams will be added and realignment will occur as necessary. At this time, the existing teams will update the list of eligible players for draft by removing players who became free agents or retired. From this list, each team may now protect up to 15 players NOT eligible to be selected in the expansion draft.

A coin flip will determine which of the expansion teams will select 1st and 4th, while the other team will select 2nd and 3rd. After the 4th pick, the teams will alternate picks throughout the four (4) round draft. The number of rounds will be reduced to three (3) for the 1977 expansion draft and on. Once a current team loses a player, the team may protect up to three (3) additional players and so on and so forth until the team has lost its fourth player. The number of players lost to the expansion draft will be reduced to three (3) for the 1977 expansion draft and on. Expansion teams assume the remainder of all players' contracts.
