As I start to populate the constitution (by copying GABL's rules really, but also looking at CBL and BBSBL), I am planning to put several issues up to a vote before we start the league so we get rid of any headaches before they start.
Some of them include:
* Anti-Tanking Rule: We will have one, but how much losing is too much losing?
* Top Draft Picks: Based on record or lottery?
* Draft Pick Trading: Limit it to 1, 2 or 3 seasons?
* Training MR to learn SP in ST: Ban it, regulate or who cares?
* Reward Camps: Allow during season or only during off-season?
* What is the minimum age / maximum salary for 1 year free agent and extension offers?
and so on...

I think a lottery for the top 3 would be interesting and help scare tanking a little.

I have been instituting some rules. Something to note is that I have opened up the contract extensions to be a year-round affair. If the player is willing to resign (without saying "HEY ITS TOO EARLY YOU JERK!"), why not?
I will still cap the number of offers to 5 (to any number of players, meaning it can be 5 to 1 player or 1 to 5 players)...for now.
I am working on the stadium account and construction rules now. This weekend will be the big one: Reward Camps.

I posted a draft of the proposed point earning and reward system. I will probably tinker with it for the next couple days so feel free to offer feedback. I am limiting the in season claims because I don't want the rc's to take up too much time. I am also considering only allowing rc's only during off season with the exception of pd reversals which is available all year around. There will be no injury reversals. But keep in mind that career enders will be converted to 365 to 730 day long injuries.
