So, should the first few picks be subject to a lottery to help avoid tanking? Or just leave it by record and deal with tanking another way?

I voted lottery, and I'd say make the first three picks that way. Not so much for tanking, but I hate that teams can be bad for 2-3 years, and be guaranteed their choice of the best prospect.

But I really don't care. So much so that I initially voted to leave it by record.
