After consideration for some time and some testing to confirm the bug, I am going to put in place the following rules for 20M+ offers that are made during Off-Season Free Agency. These rules are effective IMMEDIATELY.
Blind Bid Auction - Whenever any player receives multiple offers of 20M+, the player is automatically placed into a blind bid auction to be administered by the Commish. - The Commish will make an announcement indicating that certain player(s) are subject to an blind bid auction and will post contract offer and deadline rules specific for each player. - The auction will be open for a time period at least 24 but no more than 48 hours. - ANY team may make an offer by PM'ing the Commish, regardless of their financial situation.
General Contract Offer Rules - There is no minimum annual dollar amount, meaning you could call a bluff and not offer $20M. - The contract offer must expire earlier than or during the player's age-38 season or be limited to 7 years, whichever is shorter. - For the purposes of administering these rules, the player's age will be taken as of the File Flip date, which is generally February 2nd. - The team offering the largest total contract value (number of years times annual dollar value) will be awarded the player. - If there is a tie, the offer with the lesser number of years will be awarded the player. - If there is still a tie, the team with the lesser number of wins in the prior season will be awarded the player. - If there is STILL a tie, there will be coin flip to determine who will be awarded the player.

The reason a contract limit is put in place is to prevent abuse. A team could presumably offer 5M for 30 years and claim, HEY I OFFERED 150M! knowing that when the player retires, the contract is off the books.
Welcome to hear some input, but some form of this will be in effect when the first FA sim is run on Tuesday.
THANKS!
Brian, 10 points to you for helping me run the test offers in the dummy file.

What if the yankees are involved in the bidding war? Will a 3rd party conduct the process? Not saying Chris isn't trustworthy but if it is going to be a true blind bid, I think something should be in place

Yes, good point. I was thinking of that but forgot to post something to that effect.
If I choose to participate, I'll post in the initial thread and the duty of administering the blind auction will be through another owner at my choosing, provided, of course, the owner is not going to be involved in the bidding.

Was it not random where they signed for 20 mill before? Now it's going to a rich teams win process

It would always go to the team with the highest ID number (BAL is #1, SFG is #26) regardless of how much over 20M the offer was. So if BAL offered 25M, CHA offered 30M and PIT offered 20M, the player would sign with PIT.

Exactly what the Cubs did for warren Spahn

Reminder that whenever a second team offers a 20M contract to a player, that player is automatically going to a blind bid auction.
