choice 2 is keep it low cost for those in the minors that have never been in the majors, and keep the cost the same for all in the majors

I think that protecting players in the minors is the best way to let teams build internally instead of relying on tanking. I'd be more interested in extremely cut costs for players under 23-24 (average rookie age) and then slightly increased costs for older players.

In a way, the current system does that, so you're saying cutting costs further for prospects (pre-26) and then possibly increase fees so those 28+ studs still don't get a -15 benefit?

See no real reason to change things. Prospects are already cheaper to reverse. So to sway that even more in that direction would only be hurtful to the longevity of players careers once they reach the majors.
