In 1961 & 1962, 2 teams will be added each off-season. Here is the schedule of how this will work:
Off-season 1959 - LAA & WAS to participate in Ammy Draft
Off-season 1960 - LAA, WAS, HOU, NYM to participate in Ammy Draft
Off-season 1961 - Expansion Draft for LAA & WAS; HOU & NYM to participate in Ammy Draft; Schedule changed from 154 to 162 Games
Off-season 1962 - Expansion Draft for HOU & NYM; Realignment
In 1959, LAA & WAS will draft 5/6 in the Amateur Draft and in 1960, they will draft 7/8. In 1960, HOU & NYM will draft 5/6 and in 1961, they will draft 7/8. The order will be determined by a coin flip for the first of 2 years and reversed for the second of 2 years. The players drafted by the expansion teams will appear in an existing team's farm system to ensure that the drafted players get experience. The hosting teams will be determined by the bottom-ranked teams as listed in the "Top Systems" report.
Prior to any off-season activity in 1961 and 1962, we will have an expansion draft; the rules are as follows:
1. After exempting ANY and ALL players drafted in the PRIOR two (2) amateur drafts, each existing team will protect 15 players.
2. Each round will be 16 picks in 1961 and 18 picks in 1962. There will be 3 rounds in each draft with exactly one (1) player from each existing team drafted.
3. After the 1st round, existing teams will be able to protect an additional three (3) players.
4. After the 2nd round, existing teams will be able to protect an additional three (3) players.
5. Free-Agency and the Amateur Draft will proceed as normal.
Notwithstanding the number of players signed as free agents, at the conclusion of the amateur draft, each expansion team should have approximately 45 to 50 players.
