As per Constitution:
Protection Lists
Prior to the File Flip preceding the expansion draft, each team will define a list of players that are eligible to be drafted by the expansion team(s). This will include ALL players on each team, except for players drafted in the two (2) prior amateur drafts whether they remain on the team or have been traded to another team.
Basically, this means that you need to consider your Top 15 of the players you currently have (since the 1991 and 1992 drafts haven't started).
If anyone wants the Expansion boards open, I can start it.
