I was asked to make this poll related to the HOFFBL draft process. The issue here is that each HOFFBL draft class doesn't necessarily reflect the actual draft class for that year.
I'll spare everyone the full analysis, but when I looked at the 1994 draft class according to the OOTPB file, I found that 28 of the players were actually drafted in 1993 and should have been in the previous year's draft if we go strictly be real life results.
The options for moving forward are either continuing to use the OOTPB file as we've always done, or do our best to match up the file with real life draft results. Since trades have already been made based on 1994 draft picks, it is my opinion that if a change is made, it should not start until the 1995 draft.
One thing to keep in mind is that if a change is made, there might be a really strong draft class, followed by a weaker class. If this is implemented for 1995, for example, the 1995 draft would include both 1994 drafted players that are in the 1995 file, and 1995 drafted players that are in the 1996 file. Then that would be made up with the 1996 class. In other words, the 1995 draft would be the only draft in this league to gain players, but not lose any. The OOTPB draft file also includes international signings. Many are signed around the age of 16. It looks like they are put into the OOTPB file around the age of 18, but it's not always the case. I think for these players, the year they turned 18 should be considered their "draft year".
The flip side is that HOFFBL has gotten this far using the OOTPB file, and that keeping things the same is consistent and easier.
