We're going to implement some sort of lotto system with penalties for teams who do not meet a certain win threshold. We're working out details now. It will NOT be implemented until 2000.

The main issue everyone seems to never forget was ONE pitcher who i didn't pay attention to that died over the course of the year. Still the only person ever actually punished in a draft yet others got away with so much worse shit, but I'm ignored.

league forever, Break, as much as you want to think you're the first thing everyone in this league thinks about when they wake up, I highly
doubt this was a "lets screw Break" thing. Nothing is being implemented until 2000 evidently. You're fine. That being said, to say that people
in this league haven't lost on purpose with the intention of getting a player in an upcoming draft is absolute baloney, and nobody here that
is being honest would deny it. It's totally one thing to recognize you're not going to win and to hold off on calling up prospects because of
the broken way that OOTP5 deals with the start of a players service time clock, but since very few here have the stomach to move to a newer
version of OOTP, it is what it is. It's another thing to call up players that are a million times worse than what you can get for free and probably
pay the major league minimum off of the free agency player pile.

I agree with all of what you said. I don't think this was a let's screw break in particular thing,  but these rule changes back to back would have made it impossible to pivot from my situation. That's why i said it should not be immediate,  and apparently Chris agrees. I'm more upset with how it was handled in the past more than anything.
